I didn't know what to think. I thought he was either a short, tom-boyish adult woman or a really, really, really girly boy who's VA was an adult woman using her normal voice.

The scary part is he's not played by an adult woman using her real voice.

Reason he does not appear as a man is that his is, in fact, a child. This doesn't change the fact he was born male.
