He didn't appear when it's raining and cloudy too.

So, Fermon was wrong? I remember fighting him in the Highlands in my previous data, but that's like one month ago.

you gotta be patient with the cloudy weather it took long for me to get it you gotta completely leave the uplands to get it.
Fermon actually doesn't say that you'll find him in the highlands but that the highlands is a place to start. Also, don't mistake the regular cloudy sky that is constant there with the cloudiness that covers the entire sky and creates a kind of foggy atmosphere at ground level.
