Characters That Needed More Development
I say Sorceress Adel. I mean, I really liked her look and basic character. A gaint tyrannical sorceress who was trapped and help captive because of her immense power. But we never actually learned much about her reign or her past. I mean, Elione does mention she was inside the young Adel...and then there's nothing more. How lame is that.
But, yes, I really liked her.
I'd like to know more about Irvine beyond he has a good memory and likes breasts a lot.
FFVII - Red XIII
FFVIII - Quistis and Irvine
FFIX - Freya and Fratley
FFX - Lulu
FFIV- Kain
They give a little backgroud of his past and why he became a dragoon, but i would have liked to see more of why/how he got in certain situations

Four out of the six main characters of Final Fantasy XII, now that I notice it. >_>
I'm not going to even try the games predating FFVI, as character development wasn't exactly a prime factor in creating the games back then. Of course, the games did have a good amount of character development, but you can't really compare it to today's games.
FFIV- Kain
FFVI- Cyan
FFVII- Red XIII (duh! he needs his own game!)
FFVIII- Irvine
FFIX- Freya and Quina (to underappreciated women)
FFX- Kimahri and Lulu
Can I just summarize by saying the entire cast of FF7?
FF7 has had far too much time on it, make room for the other FFs!

Everyone but Squall, Rinoa, and Laguna from FFVIII cause all the characters seemed interesting but the game never really goes into anyone.
I would say X but I honestly didn't like anyone but Auron and Jecht so screw it.
