Stray Cats are quite common in the World of Balance, near the Phantom Forest and Doma Castle.

And yes, you can learn Catscratch and it's actually really powerful. It's probably the rage that I use most, since I can count on it to do Catscratch, and Stray Cat is kind of near the top of the list.
