I think Cloud is cooler. He can always equip an Aurora Armlet and a lot of Ice materias and cast Ice3 on himself to make him cooler. Or perform a cool limit break such as the Omnislash on Sephiroth, which will make Cloud cooler of the two since he's the only one alive after using the limit break.
