Because status-affecting skills are notorious for never working in RPGs ever. They make the game too easy if enemies catch them, as they're mainly just inserted to be obstacles to the player characters, which would imply that they make the game too hard or that the difference in difficulty is too steep.
Why don't they reference characters' full names in North America? I never knew Cecil's full name was "Cecil Harvey" before. Man, what a great name.
