I'd first off wonder why its closing just because he says it is. I'm pretty sure he isn't going to simply say "I'm closing EoFF, no, no one can take control of it, pay the fee's, nothing, I'm closing it and thats final" because that would be pretty much an ass.

I'd offer to help pay the fee to keep it alive until someone reliable can take control again.
