Wait. If prostitution were legal, rather than merely tolerated because it's just not worth the effort, then it could be a properly regulated industry where demands could be made on identity. It's not illegal because it's dangerous so much as it's dangerous because it's illegal, or at least significantly more dangerous than it has to be.
Edit: And everyone's beeing too technical about this. They both get paid to get people off. I see little difference.
