If you found a wallet with an ID and 20$, what would you do with it?

Depends. If it was just on a random street, I'd probably leave it. If it was at a school or park, I'd give it to the office or something so it can be claimed. $20 is a small amount, it's not worth stealing, and it had an ID.

Probably just leave it there. When I worked at the library, people left keys with their library cards attached all the time, and we could easily look up their numbers and tell them, but most of the time they just ended up sitting on a shelf for days.

I for one would first look at the ID. If it was a hot Girl, I would find out if she had a boyfriend. If not, I would tell her I found the wallet and give it to her. Then I shall offer to take her out on a date, not telling her that I took out the 20$, which I will be using to pay for the date.

Take the $20 and turn the wallet into the police station. It's not a crime and it's generally accepted in this country that if someone finds your wallet they can have some money.

I wouldn't be finding any wallets, because I keeps myselfs to myselfs. But presuming some odd contrivance caused me to find a wallet, I'd take it to the cops.
