Actually Kyle, I think the logo is supposed to represent Gabranth. Look at how similair the helmets and armor are.I think of it more like a Judge in general is the logo, and since he's the most important of the bunch it seems quite fitting to me. I'm glad he's the logo.
And as for the question, maybe they just chose him because they couldn't come up with a better logo.. What I meant to say is... I don't know how to say it -_-. A Judge represents Ivalice and the story well, and so the Judge they're going to pick to represent this game is going to be Gabranth, so it seems a good choice for him to be the logo to me. That's what I meant
