I think of it more like a Judge in general is the logo, and since he's the most important of the bunch it seems quite fitting to me. I'm glad he's the logo .

Actually Kyle, I think the logo is supposed to represent Gabranth. Look at how similair the helmets and armor are.

And as for the question, maybe they just chose him because they couldn't come up with a better logo.

A Judge represents Ivalice and the story well, and so the Judge they're going to pick to represent this game is going to be Gabranth, so it seems a good choice for him to be the logo to me. I think Fran should've been on the logo. Or Balthier. It would make the logo so much sexier and easier on the eyes.
