I've played at least part of both of these games (most of Xenosaga and a bit of Planescape) and I don't recall being especially impressed by the art direction of either game. I will say that Planescape has a graphical/viewpoint style that I generally don't like but I'm not sure I'd call that art direction.
I think I'll go with Xenosaga (not something I say very often). If I'm going based on the images above, Xenosaga looks like generic anime, but Planescape looks like generic low budget sci-fi, so Xenosaga wins out. If I'm going based on what I remember of the graphics, Xenosaga still wins out.

Xenosaga had the best art direction of the series, but it’s still very “00’s anime” in how it looks. Planescape Tornent on the other hand really serves up something unique that I hadn’t seen before or since.

I don't like the aesthetic of any of the Infinity Engine games, so Xenosaga's a no-brainer for me here.
