It looks like it's just a ramdon shadow made to look intimidating. Most of the ads for Final Fantasy III(VI) in NOrth America for it's SNES release included Mog just hanging out while a gang of monsters were about to get him (which of course he reduced to ashes), so I imagine that this is a continuation or culmination of that theme.

Wasnt he interviewing them? That's how I remembered it.
I don't know about the commercial since it's been so long since I've seen it, but the magazine ad featured monsters that were definitely specific enemies from the game. From left to right, they were Death Gaze, Efreet, Typhon, Number 128, and a Magnum Roader.

I couldn't remember if the Mog interviewing ad was for Final Fantasy VI or not.
Maybe I just have a bad memory, but I think my FF III box art was slightly different from that. Mog was more in the center.
