It was either who's best or who's most anoying I don't remeber.
These are what I like to call "important bad guys"
My favorite is Ultros and yours should be too. Nothing, I repeat, nothing is better than a big fat jerk octopus that causes trouble and even tries to KILL members of your party in cold blood just because he is an asshole.

Final Fantasy has a lot of sequels. Sequels should be similar to their prequels in at least a few ways.
For example, Back to the Future II was not a boxing flick which guest stars Sylvester Stallone. No!!! It was a movie about a time machine with the same characters and similar time travel-like ideas like in the first movie!
Final Fantasies are about heroes who save the world from villains who have gone mad with power divulged from the chaotic half of the universe! And they're hard to kill.
Next time you watch back to the future, I want you to notice that the time machine is a Dolorian and that it is in all three movies!

If you are confused and think his post is random let me try and clear it up.
What he is saying is that of course there is going to be a prevalent adversary you fight multiple times. Its part of being a FF game. If you remove that aspect then it isn't an FF game. (Well it would be, but not as great in his opinion)
Now, I agree, but I think this thread was created so we can talk about them moreso than just realize they exist.
I'm a big FFT fan if you read my posts often enough. And the prevalent bad guy that isn't your main bad guy in that one was Weigraf. Actually there were a few. Elmdor you fought multiple times as well. Also there was Balk, a more forgotten adversary you fight twice.
But yes, Ultros was by far the coolest mutiple battled bad guy. he was a challenge and a thrill.
the black waltzes get Annoying points. I'm not entirely sure why, but I vaguely remember being annoyed with them. or maybe I'm imagining it. it's completely possible.

you could probably add belgemine (I only recently realized she says her name 'bel ga mee' nay' ;_ to the list. You come across her several times in ffx, even if they aren't forced. But then again you don't have to fight the turks every single time that you're able to (as I found out ;_
