Yes there is a garment grid named The End. I'm not sure how you get it, but it doesn't count twords any %... only way I know this is because I looked in my guide book.

It is true. Oversoul every oversoulable fiend and check the bestiary, and Shinra will give it to you. No, it's doesn't count toward percentage.
It's possible to do it in a single game, since almost every enemy can be encountered in Via Infinito. The key is Oversouling weaker enemies of a particular species, running away and picking a fight with a stronger monster of the same species. It'll Oversoul automatically. This is especially useful for the first time you take on Paragon (it's much easier in Oversoul form).
Mind you, it is very time consuming. Took me about as long to get The End as to get through the rest of the game combined.
