Well, let's look at some methods to break ties.

a) Nonvoters breaking ties
b) Coin tossing
c) Removing the last vote
d) ???
e) PROFIT

I went with coin tossing method because it usually picks a random winner. ;P Though, I have no say whether it picks the better of the two names, but it's as unbiased as it can get when breaking ties.
