Some people can't afford to send to everyone, but would still like to send cards so I think he might be able to send to just a few, if foa has the time to sort through things like this. He wouldn't get everyone else's addresses. Just the people that he would send cards to. And then only those people would get his addresses. It starts getting complicated so I don't know if foa would hve time for that, but it's her decision. Although when RSL did this I think he just picked random people to send cards to and not specific ones.
