Are these stats possible?

I was trying to get the following stats for my chars:

LOCKE - EDGAR - SHADOW - CYAN - SETZER - MOG:
Vigor: 128
Speed: 50
Stamina: 42
MagPwr: 42

TERRA - SABIN - CELES - STRAGO - RELM:
Vigor: 42
Speed: 50
Stamina: 42
MagPwr: 128

GAU:
Vigor: 100
Speed: 50
Stamina: 42
MagPwr: 100

...but then I discover Strago's sucky initial stats, and I find out that he'd have to be at, like, LV5 (which ain't possible) if he's to reach those stats.
And on top of that, I'll have to use LV46-50 for MP boost and LV69-71 for HP boost.

First off I really wouldn't bother with Stamina at all. All it does is increase the rate at which you gain HP from Regen/Tintinabar.

Secondly Vigor you can probably leave at 100-120 and still get optimum damage from your melee attackers.

Another thing to consider is that it doesn't take a huge amount of Magic Power to reach the highest damage with spells such as Ultima, which you'll probably want to be using late-game pretty much constantly.

However, I'd like to give you a hint in return:
Edgar's AutoCrossbow actually works a lot like a free Ultima spell if you level up his Vigor to the 100-128-ish numbers.
