Oh, sorry... I think I was half-awake when I posted. I can elaborate, though...

Bikke the Pirate - hate his accent, and he's just overall annoying.
Guy / Gus - he feels so out of place compared to the rest of the cast, not to mention the way he speaks...
Lionheart - (SPOILER)He abandons the party for no real reason, and gets mellow-dramatic about it later on.
Emporer Palamecia - he wants to rule the world for no apparent reason.
Cid - just... annoying.
Yang - also simply annoying.
Galuf - again, same as above.
Exeath - by far, the worst Final Fantasy villian ever. I really hated all the slapstick drama and farce that made Final Fantasy V so unredeeming. Exdeath was just the tip of the iceberg.
FFVI cast - just... not my taste. They're so... under-dramatized.
Cait Sith - I like having some comic relief from the main story, but Cait Sith is a bit overboard for me.
Red XIII - has such a serious persona, but it doesn't seem to play out well... especially because he's a talking wolf, and it's hard for me to take that seriously sometimes.
Bugenhagen - he postures himself as a wise old sage, but is really more of a source of comic relief. It doesn't mix well, to me. Also, where are his feet?!
Vincent - he's so dramatic, but it all comes off as insincere. I guess the developers wanted him to have this sort of "cool, mysterious" aura about him, but it just comes off as fake and over-dramatized.
Irvine - probably the least developed character of FFVIII. Irvine doesn't have any real issues, other than a bit of underlying inconfidence. It's like he has no place in the party.
Ultimecia - hopefully, I don't need to explain that one.
Seifer - Seifer is just over-the-top arrogant. That's to be expected with a villian, but he carries it too far.
Raijin - just... no.
White SeeDs - they're too arrogant. They think their affiliation with Edea makes them better than other SeeD groups. It just annoys me for some reason.
Steiner - Steiner is wreckless, relentless and over-the-top. It makes the first half of FFIX so tedious sometimes. I prefer following the story -- not worrying about what sort of cruddy situations the main characters are going to side-track me with due to their wrecklessness.
Tidus - ...
Wakka - same as above.
Seymour - I feel like too much of this should be speaking for itself. Seymour was just a bad villian. That's all I can say.
Jecht - he has the most annoying nature. I can't really explain why.
Tidus' mother - same reasons as Jecht, sort of. In the short scene where you do see her, she seems so uninvolved in Tidus' life, because she's too caught up in her affair with Jecht. What kind of mother is she? We may never know...

I'm too tired to go in-depth. But keep in mind -- all of this is just my opinion.
