When you actually think about; black people think it's alright to say the N word to one another, and it's still not acceptable; it's mocking the word that black ancestors tried to kill- but the new generation of black people don't seem to consider this, and carry on just like it's a greeting to someone. Us black people say it ain't right when a non-black says the N-word. When we say it, and that is ironic, and a mockery of ourselves...
So no one should really be able to say it, and if you want to know what it means- N-Word means: 'Ignorant Black Man'.
