Well, assuming that a shark would die on the ground and a velociraptor would die underwater...

If it was on land, the velociraptor would win.

If it was in water, the shark would win.

If it was a mixture of both, the shark would win. Why? Because the raptor would have to go in the water to try to attack the shark, but then start struggling for survival as it tries not to drown while the shark makes Mr. Raptor his personal chew toy.

EDIT: Mike Ditka would win, because he could probably swallow the raptor whole.
