In both instances I checked your post to see if you answered my question and I didn't see the answer. And I tend to be a detail-oriented, close reader. I don't think you are going back and editing, so I must be having trouble understanding what you are saying.You really have to start reading my posts or else!
Thinking about it, I now recall that I interpreted "Staff that yet to answered round 2 questions can still do so in round 3 along with round 3 questions!" as saying that staff who haven't participated still have the opportunity to participate by answering the round 3 questions, i.e. encouraging the slouches to get involved while they still can. Maybe this came from my understanding that when you say round 2 is closed, that means no more submissions for round 2.
Worth a try.
