Shireen was not beheaded! Nor is it clear whether she burned to ash (not to my recollection, at least) or whether we have a charred body buried somewhere. A charred body fits your rules (well, rule) so...

Why would a ritual burning stop with a charred body?

Considering that the person's body and soul is being offered up to the fire god, why would you stop short of offering the entire body, i.e by reducing the body to ash?

Basically, Shireen isn't coming back, no matter how much we all want her to.

Why would Brienne not behead Stannis? This is an entirely hypothetical thread in which nobody will ever be happy. You yourself are making assumptions based on what we see on camera - we don't see Stannis beheaded therefore he is still in tact. I am making the assumption that Shireen was not burned to ash because we don't see it.

None of these characters are coming back, so really, what's your point?

It doesn't make sense to introduce resurrection if you're not going to use it for a main character at least once.

At this point, her body would be WAY too rotted to resurrect.

Yeah, but, they introduced resurrection back in season 2? 3? They might have had the intention of bringing her back then decided against it. Resurrection hasn't been mentioned since then, Beric Dondarrion is all but forgotten...so I think it's just as logical to say that they DID introduce resurrection to bring back a main character and then decided against it.

He was never completely dead, I don't think. Just gravely, gravely wounded.

Plus, he's been brought back by science, not magic. So, even if he were dead, he doesn't use up the resurrection.
