It's the tallest thing about. I'm wondering if it's the Clyra tree, but that does seem like the answer....I'm not certain if the answer if a living thing (monsters, sentient life being (Iifa Tree boss; Necroron[sp?]); or people (The Qu Clan; the Mages; the Summoners; etc.))

I'm going to guess Lindblum.
Four parts to my whole,
In the beginning of the game, the available areas are: Theater District, the Industrial District, the Business District, and the Grand Castle.

one gets destroyed,
another cut in half,
the other two remain intact.
The Industrial District gets destroyed completely when Brahne used Atmos. I'm not quite certain which of the other three locations get 'cut in half', but I'm thinking it is the Business District. The Grand Castle and the Theater District remain whole.

One piece has top, middle, and bottom.
The Grand Castle contains the Base Level - the bottom, the Middle Floor, and the royal (Cid's family) quarters - the top.

You may exit the bottom of this piece,
you may exit the top,
or the middle of another which has no other.
Foot, air and foot, in that order only.There are three methods of entering this place: the Dragon's Gate which is a land exit, Serpent's Gate which is a sea port, and the Falcon's Gate which is the aerial port.

The Middle Floor of the castle lets you roam the city, which only has the Air Cab travel - no other method. While the royal quarters lets you use the telescope.

Yep, Lindblum. The district that gets cut in half, though, is the Theatre district. The bottom half gets cut off because the stairs get destroyed.

I thought through all of the cities I could think of that are uninhabited and I couldn't come up with anything that fits the riddle. I don't know that Madain would be considered uninhabited.

No, not that, a good riddle should be obscure. A riddle shouldn't be misleading, though, and it shouldn't be subjective--as in, understanding it should not hinge on seeing something from a particular personal perspective.

I'm going to assume now that "brothers" doesn't refer to brothers in the game but all of the other iterations of this thing in other FFs.

What are some common recurring elements in FF that are in FF9 too:
Chocobos, Moogles, Gilgamesh, Cid, classes, crystals, Gaia, Malboros, Ahriman, Cactuar, Tonberries, Biggs and Wedge, summons (Ramuh, Bahamut, Alexander, Odin, etc)

I don't know of anything in FF9 that's done so differently in FF9 that it doesn't yet harken back to one of the other FFs which was the theme and purpose of FF9.

Strategy Guide seems to be correct.

Most of us, Americans at most, bought the real strategy guide and found it very bad - by trying not to spoil they made a change that made it worse.

The "partner" was the PlayOnline code system, but with FFXI, the entire system was scrapped, and hasn't come back since.

To get what really should have been in the strategy guide, you need to look online now at like GameFAQs or something like that.

No, I can't. I'm not even sure we're on the same page as to what the southern continent refers to exactly since in the game the mist continent and forgotten continent could both be considered southern.

Actually, I wasn't trying to solve the riddle, I was asking the other players that question, because I wasn't sure myself.

My guess would be the forgotten continent's qu marsh that's on an island in the archipelago to the south. The island is shaped like a cat and faces south, there's a qu's marsh on it, and um, the lady's footing...maybe a landing place for the Hilda Garde? No clue if any of that's true.
