yeah, but it's also linked to how many 7 numbers there are in Zidane's HP, or something like that.....I think....

Zidane's Thievery:
THIEVERY DAMAGE = (1/2 speed stat) x Number of successful steals.
So you can increase his Thievery damage by eqipping him with things like Thief's Hat and Thief's Gloves. Once you steal enough get him up to quad-9 damage, you can equip him with whatever.

Just to clarify, that refers to Lucky Seven, not Thievery. When the final digit of Zidane's HP is 7, an attack with Lucky Seven will randomly deal either 7, 77, 777, or 7777 damage.

During my last save, I made sure to steal at least one item from every battle Zidane participated in, and at the end of the game he was doing around 7000 damage. So it'll take a long time to get it up to 9999.

Minimum steals needed to do 9999 damage: 400, if Zidane has max Speed
Maimium: 870, if Zidane is at Lv.1 with no Speed raising equipment.
If you are looking for good monsters to steal from I'd say Mandragoras (the forest near Treno), or Pythons (Gunita's Basin, just down the hill from Dali). Both come in groups of 2 -3 and have 4 items to steal each, and with the right equipment you can't possibly get hurt.
