Can someone tell me exactly when and where to do all of the events in Zell's love quest?

Contains pictures of the scene, and explains the factors involved at the bottom. Couldn't find anything telling you in very specific detail what to do. I guess you should just check out the Library as often as you can, taking note of the requirements listed to get different scenes.

Then finally go to Balamb(in disc 3 I guess, maybe earlier?) and use the pictures there as a guide what to do.

Ok, realized something now. The events in the pictures can be done regardless of what you did in the Library. The Library Events listed are only necessary if you want to see everything that the Pig Tailed Girl says. If you miss some of the listed events, you won't see everything.

So it's up to you how much you do.
