My best guess is that it's a form of shorthand, but a lot of it is not self evident (what it is).
Other than shorthand english, I don't think it's anything more than spam.

It is probably some sort of phoenetic pidgin spelling or something, since I am almost certain that isn't actually how any language would spell itself. Maybe it is from a different alphabet.
there is also the possibility the person missed the correct keys on the keyboard.
It looks like Tagalog or Filipino lenguage.
I don't know exactly which one, because Filipino grammar is based in Tagalog's one. But I'm not really sure.
It does sort of look like Tagalog.
Somebody on YouTube translated it, I still have no idea of it's dialect, but it apparently reads thus;
