Eleven sucked. No arguments.
I liked the beginning, so... I'd say chapter 1.
And the poll is in, finally.
I thought Ch11 was somewhat blow-ey. It certainly didn't stand out as better than any of the others.
I'm going to go with Ch1 as the best. If was the only one where I was genuinely excited to play in the moment, as opposed to moving forward because I wanted to get to a point where the game got better.
I haven't finished the game yet but so far Chapter 7 and 8 have been the best in terms of creating good resolution for the character and finally finishing their personal stories which up until that point had mostly been the plot of the game.
I'm liking Chapter 11 so far but not for story purposes.
I like Chapter 2 because that's when I really knew this was going to be an awesome game.

I voted for chapter 10, mostly because nobody else did, but also because I really liked the battle with (SPOILER)Cid.
Close one between 8 and 13, but I gotta say Chapter 8. The city was amazing and it had some interesting cutscenes. Plus, (SPOILER)you got to walk around, enjoy the views and explore a little.
