They're asexual. Since they're like fish, they reproduce like them, not entirely. They have mer-eggs which come from their mouths... Yes, their mouths (Merpeople are an odd race). The eggs are pretty frickin' big too... >_>;; I bet it hurts.

They lay eggs and wait for the male to fertilize them, perhaps?
