No court should have heard this case. Obviously the DM should settle the issue.

Exactly. Everyone knows the DM is the highest court in this situation. Break out the dice and start figuring out the saving points. Sad thing, it will be added to the list of reasons D&D and other games are bad for children. What an idiot. He could have simply gone out to the zoo and killed a few animals, and he'd have accumulated enough loot to trade for the undergarments, and gotten some XP to boot.
