Ramza Lv.42 and yet I lose to velius
Antigen.....I had the same problem when I first played the game, average level with low attack and equipment, his Lightning stab is really annoying when your too low. I know this isn't a real tip, but I started my game all over, only this time I leveled up SO much (level 70+ Ramza was Lvl. 81) that Wiegraf didn't stand a chance, I stole some Mythril Blades from Knights which entered in Random battles and I killed Wiegraf with the 2 Swords ability (With the Mythril Blades equiped) and I did the double HP damage that he had. Velius didn't stand a chance either, 2 turns and he was screaming and died ^_^. Good Luck with Wiegraf / Velius, and when you're totally stuck, maybe you oughta begin with a new start like I did ;)

during weigrief battle yell and accumulate until your poiwer is like 30.move 2 and some gerimanas boots go to one side and play keep away. incase he hits you have autopotion on.the stats carry over so you get first turn run up to nvelius and attack he should die then
People are throwing out random ideas without really trying to identify your situation. I suggest you list every single ability Ramza has so we can help you. Seriously. Maybe even what equipment you have. You say you don't have accumulate? Neither did I. Do you have Yell? How about AutoPotion? Do you have Battleboots, Germinas Boots, or Red Shoes or a Move+1,2, or 3 ability? You will beat Wiegraf if you have yell (or even a bard with Speed Song), many X-Potions (hopefully nothing but X-Potions), and either a few extra move points or the AutoPotion ability. Even if you can change job classes to something with a few extra move points. This is because you can keep running from him, using X-Potions as needed. Eventually you will get a break and he won't be able to touch you for a turn and you can call a Yell. It's even easier if you have Auto-Potion. Anyway, you don't have to keep it up forever, because once you get your speed high enough to have two turns in a row, you can avoid all his attacks. Then simply keep going until you have six or so. Be sure to check Ramza's status to see if he has speed 50. Then bust out your shiny new gun and finish him off. Then handle Velius in about the same way. This way takes forever, and if you don't have the optimal ability combination, you may have to try a few times. Of course, if you don't have yell, I've wasted my breath. That's my point. Everyone is wasting their breath till you tell us everything. Tell us what you have.
