It's under T (Meteor at Worus/Walz)
I know there's one time you have to go look for Cid in the game and it's where he and Mid work on the airship in the airship base. Not sure if taht would be the issue now or later on in the game, but I had taken a break from playing it one time and had to remember where I last say Cid and it was down in the Airship base. Good luck.
