Characters That Needed More Development

Everyone from FFXII lol

My vote definately goes out to Kain. Heck, with that ending he deserves his own spinoff game.

FFI - Black Mage
FFII - Everyone
FFIII - Dunno
FFIV - The Elder and the other three fiends besides Rubicant.
FFV - Everyone, FFV was a horrible step down in its character development compared to one game ago.
FFVI - Umaro
FFVII - Everyone except Cloud, Tifa, and Aerith. >_>
FFVIII - Cid
FFIX - Fratley and Lani
FFX - The blitzball players(all of them, except Tidus and Wakka)

Barret is a great character because he's noble, valiant, but dosen't seem to be like it, therefore as him being one of my favorite characters of the underatted: Valiant Stereotype, including other underappreciated and undeveloped:

Red XIII
Freya
Kimahri

Pretty much everyone in FFVIII, if you ask me.

Pretty much every game 'cept FFVII maybe..

Alot of the things I remember from FFVII were all from one of the many flashbacks.
