(My answer is 'Phoenix Downs' but 'Phoenixes Down' is probably the more grammatically correct pluralization.)
I voted Phoenix Downs just because that's how I say it.
I agree with Jinx that Phoenixes Down seems the most correct.
However, saying Phoenixes Downs is more fun.

The plural of down is downs for the particular meaning of the word. So Phoenix downs. :p
Sounds like an affliction for phoenixes with chromosome issues. "Oh, ignore that one. It has phoenix downs."

I probably say Phoenix Downs, but thinking about it, I believe the correct term would be Phoenix Down. Feather down would be the plural in itself, right?
EDIT: Nope, a quick check shows that the plural of down is downs so there we go.

Lol well this topic made me realize what they actually are. For some reason I never noticed that it meant "down" in the sense of feathers. Duhhhhhh.
So I guess the second is technically correct. Although I guess the entire thing is slightly grammatically incorrect in that they say you have 1 phoenix down. That is wrong from the start. That's surely the equivalent of saying "I have 1 hairs".
Just Phoenix Down sounds more natural. Phoenixes Down is more funner to say and imagine. Cause that way makes it seem like your plucking just one down from multiple phoenixes.

Down as in the feathers? Well I'd say Down Feathers for plural, I wouldn't pluralizes Down. So I just say Phoenix Down. Maybe sometimes Downs but not really.
Cannot answer without context. For instance:
1 Phoenix Down or a stack of 99 Phoenix Down, as well, because down = feathers, already plural.
If you're specifically talking about feathers from more than one Phoenix, then Phoenix Downs.
