What do you consider to be typical features of a creepy man - small eyes, a thin face, pale skin, and big ears?

Psychotic?

When they smell of drink and urine and then follow you to the supermarket and tell you "I want to get to know you" or "What is your name?" repeatedly. All what is said above also covers it.
