I'd say Kalm is the winner thanks to it being the first post-Midgar location you find.

The first part references the name of the town "Kalm" while the latter part refers to the first town or "keep" you come to on the world map.

Refers to the Megalixer in the Inn cupboard that you can't reach. Some players don't find the secret of obtaining it. Also, "mite" is an anagram of the word 'item'.

As Jiro correctly pointed out, it takes five hits to dislodge said item from it's home.

Yeah that should be enough nonsense for you to figure it out.
It's a reference to Mayor Domino's chanllenge he sets you on the 62nd floor of Shinra HQ. Hart is his bodyguard who you can go to if you require clues.
The riddle is being told from his perspective so I'll just guess Mayor Domino?
