Nah, it was simply that out of all 13+ soundtracks (hundreds and hundreds and hundreds of tracks), a song had to get at least three nominations to get to the finals. With only three nominations from each person allowed... I'm pretty sure I'd struggle to find someone else with the same top three FF songs. Too much choice leads to wide scattered votes with little overlap.

If it were only vocal pieces there would be a lot less not making it to the final, because there's only so many vocal tracks. Only half of the finalists are vocal tracks, so your theory does not hold up too well. :3
