Joe Arpaio's crimes are nearly on par with Hitler's. All of that stuff you just mentioned about his prisons? Well, those prisons are for non-whites. When I lived there, he was having his deputies scour the street and if they looked suspicious at all, they'd be thrown in a van, taken down to the station and questioned mercilessly; probably tortured. Did I mention that he only does this to Mexicans? Racial profiling. It didn't matter if they were an actual, well to do citizen of the United states or not. I think joe is doing a great job. Jail should not be a place to enjoy. You should never want to go back there and that's how he's making it.
On top of that, it came to the attention of the DA that Arpaio was neglecting hundreds and hundreds of Mexican-specific kidnappings, disappearances, rapes and molestations. He could not provide an answer at the time other than "we've been busy with the war on drugs". I won't respond to what you think prisoners should and should not be able to do, but I will tell you that Tent City is something he should be burned alive for.
Arpaio is scum, and one day he will get what's coming to him.
