Psychotic is pretty much the first person to be in there as a patient. The wardens would obviously be Del Murder and Roogle, because they're both high in power and in corruptness. Shorty would be a bonifide Harley Quinn story, in there first as a therapist for the patients before slowly becoming corrupted by them and then becoming a patient herself.
Also, making me 'eat' soup with a fork (which is something designed for eating with) is only going to further show off how clearly soup is a drink, because it is equally difficult to consume many drinks and many soups when using a fork.
