Just showing that even in 500 years time there is still life - I think it is meant to be human life, though I don't really know how to tell - since there are talking animals in the game (SPOILER)okay, one (or technically two) isn't real, but yeah I, and others assume (this is what I read when I read about the laughter) that it was human laughter showing that they are alive.

I never heard the laughter, though I have heard of it before (I assumed it happened earlier than it does, and assumed I just mistook it for something)

I never heard it before, but I am assuming it represents the continuation of life and happiness following the crisis in the game (and the others following in AC and DoC).
