Yep, gotta be the PS1 - that noise gives me goosebumps. I'd never seen the GameCube one before though and that gif amuses me.
Screw console boot-up screens; most of my console gaming was done before those things existed.
The PS1 definitely. That thing terrified me, but it has become a comforting sound when I hear it now.

I don't remember them in NES or SNES, but I definitely remember Playstation and onward, but I figured that's because it took longer to get the console up and running. I can't say I have fond memories of waiting to be able to get to playing whatever game I was wanting to play. I guess that Playstation sound became iconic though, after hearing it a zilllion and one times.
the best consoles were cartridge-based and didn't need a console startup animation, though.
