I would say Jiro has a good point about the Iguions, but then again, why is there a card of Squall, Selphie, etc in this game that's famous around the world.

I stand by the thinking that the Iguions don't really exist before they are brought to life by Edea. Maybe they fit into VIII mythology somewhere.

I think Jiro raises an excellent point about the Iguion card. Especially as it's probably possible to get an Iguion card before even fighting the Iguions in Deling City. So why are there cards of them? Why can't there be a statue of those weird holograms on the Deling City Presidential Palace?

It's like there's not even a consistent criteria for what becomes a card and what doesn't!

Reflecting back on the Iguion scene, you've also got to question whoever the Galbadians put in charge of security for that event, it was shocking. Not only were landmarks able to be commandeered by the most incompetent assassins in the history of humankind, but apparently anybody can just stroll into the presidential palace whenever they feel like it.

Part of that could more be due to Edea taking control of Galbadia at that point. She was cocky and probably didn't think she needed the incompetent Galbadian military (which she didn't.) If it was intentional, she could have been setting things up to be easier for the party just to lure them out and to capture these SeeD that she hates so much.

Then again, it could just go back to Galbadian military simply being incompetent. Selphie in the others got into the missile base no problem, and the only thing that raised suspicion was a salute after they had already done a lot to sabotage the base. Zell and the others easily tricked Galbadian military in the D-District prison to escape.
