Who is the better party member, this isn't about personality, this is about what they can do to contribute in a battle. They both have white magic and can use summons but which did you prefer?
Garnet cause she gets Bahamut and Leviathan and all the cool Eidolons!
Eiko - Cause she's the better White Mage and her Eidolons are more pracitcal though not as flashy

I prefer Garnet as a Summoner and Eiko as a White Mage
As much as I personally dislike Eiko, I think she's a decent white mage. Probably the same as shion - Garnet for summons.

Can't really vote I usually use Garnet just because her summons have some power behind them and she does have white magic spells but I think eiko is a better choice for healing\protection. My next play through I'm gonna use her instead. If you think about it garnet is useless a good chunk of the game anyways
Eiko.
Trance = Double White Magic. More useful magic like haste, might, full-life and holy. More support orientated summons. All what a good white mage should be.
I actually find Eiko's summons much more powerful and useful than Garnet's. Granted, I never got Ark, and I've heard it's bad ass.
Eiko's only high damaging summon is Madeen. Fenrir does average damage, Carbuncle doesn't do any on its own an I really only used it against the boss in the Desert Palace, and Phoenix does little damage in exchange for its reviving capabilities.
I think Eiko is better overall in combat because she has the highest level white magic spells with double white backing her up in trance mode. Garnet is definitely the better summoner with many options for elements and you have your heavy damage dealers in Atomos (conditional), Leviathan, Bahamut, Odin, and Ark.

I prefer Garnet/ Dagger/ Sarah's character though. Eiko's characterization is a bit awkward and strange.
I never made it to Eiko so Garnet wins by default.

Garnet for her summons and I got used to using her. Eiko, I just didn't use her summons much even though I adore carbuncle.
