Given the atmosphere of the game, I'm expecting a highly cunning villain who uses mind over brute power (but probably has brute power allies at his disposal) and his schemes will probably end up working for a good deal of the story.
I would like a Vayne Solidor more than I would like a Sephiroth.
Half cat, half man. Always wears sunglasses. Hates milk. Loves pepper. Never sleeps but often naps. Doesn't actually want to harm anyone, just annoy them quite badly and make their life harder.
I'd like to see a twist and have this game not have a villain at all.
One that could easily be mistaken for a hero if you saw the story from just a slightly different perspective.

A good and wide variety of villains, not just one main one. I have to admit my favourite villain is the one that doesn't take themselves seriously - Moriarty, John Simm's Master, the Joker. Only Kefka really did this in an FF game, so I'd like to see more. The guy with the purple hair looks like he might be that kind of villain, so I have hope!
My favourite villians include the likes of the Turks, Joffrey, Tywin, Vaas and Leonardo DiCaprio's character in Django Unchained. Those kind of characters. Somewhere between crazy and well dressed, smooth bastards. Vaas is probably my all time favourite, even if he doesn't quite fit the latter.
One thing that links these characters along with my other favoured villians (exception to this rule: Sephiroth) is that they can be very funny, generally in quite a sick kind of way. I think FF villians tend to take themselves way too seriously to be amazing, incredible villians. Sure, there was Kefka, but he was a bit too far into the far end of the spectrum with his clown face, psycho laugh, etc. which made him slightly unbelievable, like watching a cartoon. This worked okay for FFVI but I don't think it would work great in FFXV. Although if you take away the makeup and magic, I feel his personality is kind of similar to Joffrey. xD
I wouldn't be against that blonde guy being the main villian in FFXV. The one that is on your side. That'd be a neat twist, and he seems best suited to carry it out and still be pretty cool.

I'd like something like the Albedo/Jr. relationship in Xenosaga. Albedo starts out as this crazy lunatic with an awesome laugh and then by the third game when you see that he and Jr. still love each other and it was just
Or you could go the Suikoden route and have someone betray you. But have them do it AFTER you defeat who you think the main villain is. Then they're all like "SURPRISE!!" and you're all shocked and stuff
Oh, one thing they must NOT do: Have the final boss be some random person that you have no emotional attachment (positive or negative) towards. I hated it with Ultimecia, I hated it with Garland, I hated it with Yu-Yevon, I hated it with Orphan, I don't expect I will enjoy it when it happens again someday in some stupid RPG. The enemy should be someone I either have seen throughout the story and grown to see as a true villain that way (eg. Sephiroth, Shinra, Kefka, Exdeath) or someone who was close to me but has betrayed me in a plot twist near the end (eg. actually come to think of it I don't know, but probably something like what shion said).
Essentially there should be emotinoal attachment to the villain. You should WANT to defeat them. I had no emotional attachment to those others. Even in FFXII there was little emotional attachment, although at least there was some. But I prefer villains that are existing from reasonably early into the game.
Throwing a random new final boss RIGHT at the end, though, a la Orphan, is a massive no-no. Yu-Yevon was no better, Ultimecia likewise. Sure, they were mentioned and I was aware of them, but they weren't the target in my head and I didn't feel like I was defeating an all powerful enemy, I felt like I was doing some random boss fight in the game and that's not cool.
