Two of the funniest characters in the series. I voted for Quina, purely on the merits that were similar to Red XIII, they're so incredibly unique to the franchise that, with the exception of Fran, are unlike the young, pretty people of the last few Final Fantasies.

While I enjoy both characters, I feel Steiner needs this, he's such an overlooked character in both IX and the franchise in general. I need fantasy Zenigata to win this one.
