Locke is thethieftreasure hunter in FFVI. In FFIX he's just an NPC wandering around Lindblum.

I'm always good at equipping stuff but I never remember the stat powers.Besides,I finished the game with Steiner equipped with his Ultima Sword,and I never got any final weapons(Amarant was my strongest guy).

Urrhhhh....I'll go Power Belt and...arr I haven't played for ages...and....either Grand Helm or Armour. Though I VERY much doubt I'm right.
Ah well. Power Belt and Grand...Armour. With a "u". "U" for English.
This is the key element. Equipping a Power Belt gives him Strength +3. Grand Helm doesn't affect Strength, but doesn't increase his attack either. Grand Armour has the effect of Strength +1, so that can't be used.Without changing his Strength stat
