I thought it was Garnet at the end? But I'm not positive because I haven't played FF9 in a while.

Yeah, Zidane was sent down by Garland to destroy Gaia (like Kuja was trying to do) but stuff happens and he became all nicey nice, so Garland sent down Kuja to do it properly. Kuja a kind of rubbish version of Zidane though, because Garland had to down-grade him so he wouldn't become nice like Zidane did. So Kuja has a life-span like Vivi and is destined to die, whereas Zidane's fine for life.
