sorry bumping an oldish topic and pardon my ignorence but how the hell do you get the frog attack thing?

Frog Drop? Get Quina to eat a Gigan Toad in Qu's Marsh.

whats a gigan toad? and how do i go abouts eating one?

Do you have Quina in the party? More Importantly, have you go to Qu's Marsh yet?

Gigan Toad is a frog with blue skin (If I am not mistaken), found in Qu's Marsh near Lindblum Dragon Gate.
Quina's Command is: Attack, Eat, Blue Magic, Item. You can eat enemy when the enemy is near death.

i havent found a toad with the blue skin .. should i have? ive eaten like 67 frogs... ive come across the gold one?
