Yeah but it's really rare, which means, if you came back to that area when you had the airship or something, your chances will go up because you'll have a better skill at it.

If it's rare then basically you're going to have to steal 30 or 40 times to get the chance to get one. But if your luck is higher than you can steal things easier, but that requires more leveling up.
