Anyway it is quite obvious when you came up with the answer for this riddle so he was probably right in doing so and giving us a new riddle right away...

Hmm, is it any of the Cid Fabools? In Lindblum there is a statue of Cid Fabool I (the first of his kind) on a horse (equestrian).
I don't remember what the others did specifically, but I think Cid Fabool VIII (8, the previous regent) was the first one to invent an airship, so if you don't accept "one of the Cids" as an answer, "Cid Fabool VIII" is my guess.
